This is absolutely the most perfect crochet capelet for women (free pattern below). This design features the super easy crochet filet stitch. The lightweight yarn used here makes this perfect as a crochet summer coverup.
The yarn is a #2 lightweight and drapes beautifully. This is a lovely crochet capelet to wear for special occasions. Of course this can also be dressed down for something more casual. The fringe is the perfect finishing touch and is used sparingly so it does not overwhelm the design.

FRINGE
Using any object to get 10 inch lengths of yarn (I use a small paperback book), wind yarn around aprox 20x. Cut along the bottom. Repeat as necessary to get enough lengths of yarn, using 2 per tassel, to cover the entire bottom edge. (The photos are from a different pattern and show 3 strands.)
Take 2 strands of yarn and fold in half. With capelet right side up, insert hook under a ch 5 sp, grab the yarn onto hook, pull through the space forming a loop large enough to pull the yarn though as shown in photo. With hook, pull the tail ends through loop.
Tighten gently to form knot. Repeat for ea ch 5 space, going around entire edge of capelet.
